Why does HRM need an Economic Summit?
The future of any city is often dependant on its financial stability and economic growth. It has been almost 10 years - pre-amalgamation - since this city has had an Economic Summit to discuss its economic future. That's why the Chamber, at the request of HRM, is organizing the HRM Economic Summit 2004 for the end of November.
The purpose of the Summit is to create a set of economic recommendations that will improve the city's prospects in the future. An economic strategy is an essential part of HRM's long-term, strategic Regional Plan and that strategy must be built on a solid framework of recommendations.
Work regarding the formulation of these economic recommendations has been ongoing since late September. Under the leadership of Bill Black, past Chair of the Board of the Chamber, volunteers from across the city have been investigating HRM's economic future. These six volunteer committees are conducting interviews and reviewing research in regard to six issues identified as key to the city's future:
- The role and contribution of HRM's universities;
- The ports of HRM: air and sea;
- Future jobs growth;
- The attractiveness of HRM as a place to live and work;
- Commuting; and
- Where and how HRM should grow.
What are the intended outcomes for the Summit?
At the end of day two, Summit leaders will present political leaders - from all levels of government - with a set of recommendations for the city's economic future. It will then be the responsibility of government to assess and implement these recommendations. The Summit is not producing an economic strategy for HRM, that is the responsibility of government.
Who is involved?
Chamber staff and a Summit Coordinator are organizing the Summit and all pre-meetings. Participants for the six Summit volunteer committees have been drawn from the HRM business community. These men and women represent all aspects of the business community. As well, each committee is meeting with stakeholders from each of their key areas to tap a multitude of diverse opinions and areas of expertise.
What information/research was used by Summit committees?
Summit committees all began with two base documents: The Economic Potential of HRM and Halifax Harbour - produced by Gardner Pinfold for HRM in May 2004 and the Vision 20/20 documents resulting from the visioning process the Chamber led for HRM shortly after amalgamation. As well, each committee has been assigned a series of research papers and documents to read, depending on their particular key area (see Rsearch Materials for a complete bibliography). In addition, each committee is meeting with stakeholders - both private and public - from their respective key area to gather first-hand knowledge and a diverse range of opinion, options and suggestions for the future.
Why was the Chamber asked to organize the Summit?
The Halifax Chamber of Commerce was approached to organize and manage the Summit based on its position as an independent organization, free from government influence at all levels and jurisdictional considerations. The Chamber is not aligned with government at any level and operates solely for the benefit of its members and in support of a strong business environment for HRM.
Who may attend the Summit?
November 26 is open only to Summit committee participants. This session will bring all 60 committee volunteers, committee leaders and the Summit chair together to produce a final, overall set of recommendations for government.
This final set of recommendations will be presented to an invited list of government, business and social leaders on November 27. This presentation is not open to the public. Chamber members will be given the opportunity to attend a session outlining the Summit and the recommendations that resulted in the New Year.
Where and when will the Summit take place?
The Summit will happen over the course of two days, November 26 and 27, at the Sobey School of Business at Saint Mary's University.
