“Ducks Line up For Developers” says Halifax Chamber of Commerce

Halifax, NS, February 15, 2008- “This must be what it looks like when those darn ducks line up in a row,” said an excited Valerie Payn upon hearing Mayor Peter Kelly’s comments about improving development approval times.

In its recently released Economic Strategy Scorecard the Halifax Chamber of Commerce reserved a two red light status for the city’s goal to “improve decision times for construction projects” because of a lack of action from the city, but with recent statements from the Premier and the Mayor this situation may be about to make a dramatic turn around.

The Provincial government, and specifically Premier Rodney MacDonald, have been touting the need for downtown development in Halifax to accommodate new business opportunities and jobs that have been attracted to the province and have alluded to an improvement in the appeal process as part of the solution to a lack of new office construction.

“We know that the broader community is onside with a concerted effort to make the most of the downtown and now with both the Mayor and the Premier’s support I am confident we can get this done”, says the Chamber President.

“Development approval times are not just an issue in the downtown, they are a problem almost everywhere but it is the downtown where they are most problematic,” says Payn.

The Chamber has extensively consulted with the business community and particularly the development community around downtown development and the issue of approval times and has established a three part program: 1) getting HRM by Design approved  2) improving approval times by the municipality development authority and 3) improving the appeal process as managed by the URB. “The goal is to make Halifax’s capital district the vibrant, prosperity magnet that it needs to be to compete for talent,” says Payn.

“We always said that in order for this to happen we would have to ‘get all our ducks in a row’ from both the provincial and municipal levels. I didn’t think it would happen this fast but I am thrilled to see the leadership of the Mayor and the Premier so in line,” says Payn “this is very exciting!”
